Kernel PMTU and TCP MSS are reported by the kernel for this TCP connection. The segment size already excludes TCP option space, so it is smaller than the path MTU and must not be converted into one.
The per-direction values above are confirmed lower bounds for WebTransport application payloads, not an MTU or an exact maximum.
